Node have been appointed to provide consultancy support to Rugby Borough Council across our three service areas of urban design, landscape and heritage. We were selected from the panel of consultants to prepare a heritage assessment of 20 prospective local plan site allocations that were short-listed as being of elevated heritage sensitivity. These ranged in scale from modest infill sites of less than 20 homes through to strategic sites of up to 6000 homes.

Approach

We followed best practice as defined by Historic England’s The Historic Environment and Site Allocations in Local Plans (Historic England Advice Note 3) to establish a standard method and proforma for undertaking consistent site reviews.

Result

Our proforma identified affected heritage assets that could be affected by the development of the prospective sites, their level of heritage significance, and potential impacts of development on this significance. We then established potential mitigation and enhancement that could be achieved through design to reduce or remove this impact.

Node delivered a robust evidence base to Rugby Borough Council in relation to the heritage sensitivity of sites, allowing the council to make informed decisions in relation to site allocations.
